Expired by means that the contents of the package will likely spoil and it's best not to use past the date listed on the packaging.

The date noted is a suggested date that simply means that the contents of the packaging will have the best qualities if consumed by that date.  If stored properly, it is completely safe to use the product past the best by date. Past the best by date, the content quality will decrease as time passes.
